Waterproof vs Water Resistant Workwear: What the Ratings Actually Mean in Canada (2026)
Waterproof and water resistant are not two grades of the same thing. A water resistant garment uses tightly woven fabric that slows water down and eventually wets through. A waterproof garment uses a membrane plus sealed seams and is built to stop water entirely. The difference shows up around hour two of a wet shift, not in the first ten minutes.
Here is the part nobody selling rainwear puts on the label: in Canada there is no standard that defines what the word waterproof means. Europe has one, and even there the threshold is disputed. On a Canadian product page, waterproof is a marketing term unless a number sits beside it. This guide covers the numbers that do mean something, and what a work rain layer has to satisfy beyond staying dry.
What hydrostatic head actually measures
The mm rating you see on technical outerwear is a hydrostatic head figure. A fabric sample is clamped beneath a column of water and pressure increases until moisture passes through. The height of that column at the moment of failure is the rating.
So a 10,000 mm rating means the fabric resisted the pressure of a ten metre column of water before leaking. Higher numbers mean more resistance to pressure, which matters more than it sounds: kneeling, sitting on wet ground and carrying a loaded shoulder strap all press water against fabric far harder than falling rain does.
Rough bands, with a caveat below. Under 5,000 mm is generally treated as water resistant and suited to short exposure and light splashing. Between 5,000 and 10,000 mm is commonly described as waterproof and adequate for steady rain across a standard outdoor shift. Above 10,000 mm is where sustained heavy exposure sits.
The caveat is that these bands are conventions rather than rules, and sources disagree sharply. European standards allow a fabric to be called waterproof from around 1,300 mm, and British guidance cites 1,500 mm as the minimum, while industry writing on professional outdoor use treats 10,000 mm as the practical floor. A garment can be legitimately labelled waterproof under one framework and be nowhere near adequate for a Canadian winter shift.
Nobody in Canada defines the word
This is the correction worth carrying into any purchase.
The European standard EN 343 sets a threshold a fabric must meet before it can be called waterproof. In the United States, no federal standard defines the term at all, which is documented as leading to inflated claims. Canada has no equivalent definition either.
The practical consequence: a Canadian listing that says waterproof and gives no number, no membrane and no seam description has told you nothing testable. That is not necessarily dishonesty, and it is not evidence of anything. Ask for the hydrostatic head figure, or treat the garment as water resistant until proven otherwise.
Be equally careful with water repellent, which is a third term describing a surface treatment rather than a barrier. Nearly all outer fabrics carry a durable water repellent finish that makes water bead and roll off. It is real, it is useful, and it wears out with dirt, abrasion and washing long before the garment does.
Seams leak before fabric does
A membrane rated to 20,000 mm is irrelevant if water walks in through the stitching. Every needle hole is a hole, and sewing a waterproof jacket perforates the barrier thousands of times.
Seam sealing fixes it by bonding tape over the stitch lines on the inside. Turn a genuinely waterproof jacket inside out and you will see thin shiny strips running along every seam. That is the difference between a fabric that is waterproof and a garment that is.
Two grades exist and the distinction matters commercially. Fully seam-sealed means every seam from hood to hem is taped. Critically taped means only the most exposed areas are sealed, typically shoulders, chest and upper back. Critical taping lowers the price and is fine for intermittent use, but water finds the untaped seams under the arms and down the sides during sustained rain.
Zips, cuffs, hem and hood construction fail in the same way. A rating describes fabric under laboratory conditions; the garment's performance depends on how it was built and how it has been used. Breathability is the half that gets ignored
A fully waterproof garment with no breathability keeps rain out and sweat in. By mid-shift the worker is wet either way, and in cold conditions that wet base layer is genuinely dangerous rather than merely uncomfortable.
Two measurements exist and they run in opposite directions, which causes endless confusion. MVTR, the moisture vapour transmission rate, is given in g/m²/24hr and higher is better, with around 20,000 considered premium. RET, resistance to evaporative heat transfer, runs from 0 upward and lower is better: roughly 0 to 6 is excellent, 7 to 13 good, 14 to 20 acceptable, and above 20 poor.
Match breathability to work intensity rather than to weather. Someone flagging traffic in light rain needs less than someone digging. Overspecifying waterproofness while underspecifying breathability is the most common way an expensive rain jacket ends up unworn on a truck seat.

A Canadian work rain layer has other jobs
Almost every guide on this topic is written for hikers, skiers or anglers. Useful on fabric, silent on the requirements that actually govern a Canadian job site.
If your work requires high visibility, the rain layer is usually the outermost garment, which means it is the garment that has to be conspicuous. It must meet CSA Z96 in its own right, currently Z96:22, listed by the Standards Council of Canada as a National Standard of Canada. Feet are the failure point people accept
Workers who buy carefully for the torso often tolerate wet feet as unavoidable. It is not, and the consequence is more serious than discomfort: prolonged wet feet cause non-freezing cold injuries such as trench foot, which occur at temperatures well above freezing.
Waterproof footwear works on the same principles as outerwear, and fails the same ways. Why your jacket stopped working
Waterproof performance degrades, and the way it degrades misleads people into replacing garments that could have been rescued.
The usual sequence: the durable water repellent finish wears off first, so the face fabric stops beading and starts absorbing. The jacket then feels wet and clammy from the inside even though the membrane is intact, because a saturated face fabric cannot let vapour out. Workers conclude the jacket has failed and buy another.
Often the fix is washing it properly and reapplying a DWR treatment. Check by splashing water on the shoulders: if it beads and rolls, the finish is alive. If it soaks in and darkens the fabric, the finish is gone.
Genuine failure looks different. Delaminating membrane, lifting seam tape, cracked coating and abraded panels are not recoverable, and a garment in that condition should come out of service rather than be relied on for a shift. What to ask before you buy
Five questions get you past the marketing copy.
- What is the hydrostatic head rating in mm? No number means no claim.
- Are the seams fully sealed or critically taped? Ask which seams, not whether.
- What is the breathability figure, as MVTR or RET? Match it to how hard the work is.
- Does it meet CSA Z96 in its own right if hi-vis is required, and which class and level?
- Is it arc rated if that applies, and to which fabric standard?
A supplier who can answer all five is selling a specified garment. One who answers none is selling a word.
