Traffic Control Person Equipment in Canada: What the Regulations Actually Require (2026)

A traffic control person in Canada needs more than a vest and a paddle. Regulations set out a specific equipment list: a compliant traffic control paddle, advance warning signage, high-visibility apparel at the correct class, high-visibility headgear, a means of communication between control persons, and additional lighting equipment after dark.

The requirement people most often get wrong is the apparel class. British Columbia's regulation specifies Class 3 for traffic control persons, and a great deal of gear marketed for this work is Class 2. This guide covers what the regulations actually list, how a Class 2 garment can be brought up to Class 3, and where equipment sold as compliant is quoting a standard edition two decades old.

The regulated equipment list

British Columbia's Occupational Health and Safety Regulation, Part 18, sets out traffic control requirements in unusually specific terms, which makes it a useful reference point even outside BC. Requirements vary by province and territory, so confirm your own jurisdiction rather than assuming this list transfers unchanged.

Under Part 18, an employer must provide each traffic control person with a traffic control paddle meeting the requirements of the Traffic Management Manual, along with an extension pole for the paddle where a risk assessment determines one is needed to control fatigue. A Traffic Control Person Ahead C-001-1 sign is required, and it must be immediately removed or covered when traffic control persons are not actively controlling traffic.

The apparel requirement is high-visibility clothing meeting the Class 3 garment criteria of CSA Z96, in either fluorescent yellow-green or fluorescent orange-red background colour. Safety headgear must be a high-visibility colour with a strip of retroreflective tape about the crown.

Communication is also regulated rather than left to preference. Where traffic control persons cannot see each other, an effective means of communication is required, and the regulation explicitly rules out a system of passing batons or similar items to indicate the last vehicle through the zone. That prohibition exists because the practice has failed with fatal results.

The regulation also requires a qualified supervisor to be designated whenever traffic control is required, and that all traffic control equipment, including signs, paddles and personal protective equipment, be kept clean and in working condition.

Class 3 is the requirement, and most vests are Class 2

This is where crews get caught. A standard traffic vest is typically Class 2: background material covering the torso with striping in a harness pattern. Class 3 adds retroreflective banding on the arms and legs, which outlines the human form so a driver recognizes a person rather than a bright shape.

For a worker standing in a live traffic lane at highway speed, that distinction is the entire point. A Class 2 vest on a traffic control person is not a minor shortfall, it is the wrong garment for the regulated role.

There is a practical route to compliance that suppliers rarely explain. A Class 2 torso garment worn together with reflective arm bands and ankle bands can achieve the Class 3 configuration, because the bands supply the limb banding that Class 2 lacks. Check the standard edition on the label

Gear currently sold for traffic control work is being advertised as meeting CSA Z96-02. That is the 2002 edition of the high-visibility standard. The current edition is Z96:22, the fourth edition, and BC's regulation itself references Z96-15.

A garment tested to a 2002 edition may well be a perfectly good vest. What it is not is evidence of compliance with a current requirement, and a supplier still quoting a twenty-year-old edition on a live product listing tells you something about how recently they checked their own reference material.

Read the label for three things: the class, the level, and the edition. A listing that gives you a class but no level has supplied half a specification, and one that names no edition gives you no way to judge how current the testing is. Paddles, poles and how they may be used

The paddle is a signaling device with rules attached, not a flag. It requires a retroreflective finish on both sides, since traffic approaches from both directions over a shift. A diamond grade reflective stop/slow paddle is the standard configuration.

Where a risk assessment identifies fatigue as a factor, an extension pole is required rather than optional. Holding a paddle at arm's length through a full shift is genuinely tiring, and fatigue degrades exactly the precision the role depends on. A telescoping paddle pole also raises the paddle into a driver's sightline. Where overhead electrical hazards exist, a non-conductive staff is the specified type.

One usage rule is worth stating plainly because it is broken constantly: the paddle must not be used to wave traffic on. Signals must be made precisely and deliberately so their meaning is unambiguous, and improvised waving is how a driver misreads an instruction at speed.

Night and poor visibility: the additional requirement

After dark, or in other conditions of poor visibility, the daytime equipment list is not sufficient. Each traffic control person must additionally be provided with, and must use, a flashlight fitted with a red signaling baton, along with spare batteries.

The spare batteries clause is easy to skip past and is in the regulation for a reason. A dead light at 2am on a highway shoulder removes the worker's only means of signaling in the dark, and the failure happens mid-shift rather than at the yard where it would be noticed.

Night work also raises the stakes on garment condition. Retroreflective performance degrades with washing, abrasion and age, and a vest that has gone chalky is no longer performing at the level printed on its label. Compare a worn garment against a new one of the same model in the same light; fading that is invisible in isolation becomes obvious side by side.

Tear-away construction and snag hazards

Working beside moving vehicles and equipment introduces a hazard the apparel standard does not address directly: entanglement. A garment caught on a passing mirror, a hook, or rotating machinery can drag a worker into the traffic lane.

The trade-off is worth understanding rather than assuming tear-away is always correct. A garment designed to release will also release when you would rather it did not, and the break points need to be intact and correctly fastened to work as designed. Check them as part of the pre-shift equipment inspection the regulation already requires.

Headgear, footwear and the rest of the kit

Safety headgear for traffic control work has its own specification: a high-visibility colour with a strip of retroreflective tape about the crown. That is a different requirement from a standard site hard hat, and a white hat with no reflective band does not satisfy it.
