Solar UV at Work: Canada's Second Biggest Occupational Carcinogen (2026)

Solar ultraviolet radiation is the second most prominent carcinogenic exposure in Canada, and more than 75 percent of Canadian outdoor workers fall into the highest exposure category. Roughly 1.5 million Canadians are exposed to the sun at work. Outdoor workers carry up to 3.5 times the skin cancer risk of indoor workers.

None of that is intuitive, because the disease arrives decades late. The latency between exposure and illness runs up to twenty years, which means the sun damage a crew accumulates this season presents itself in the 2040s, long after anyone connects it to the job.

The exposure is worse than the weather suggests

Snow, water, light concrete, sand, metal roofing and glass all reflect UV upward. That reverses the usual assumption about who is at risk: a roofer on a light-coloured membrane and a crew clearing snow in February can both be taking more UV than someone standing in an open field in July.

Research has found outdoor workers regularly receiving daily solar UV doses several times higher than international exposure guidelines, and two to three times the dose of indoor workers.

Cloud cover is not protection either. UV passes through cloud far more readily than visible light and heat do, which is why a cool overcast day on the coast still delivers a meaningful dose. Workers judge exposure by brightness and warmth, and both are poor proxies.

Who is actually exposed

CAREX Canada's occupational profile for solar UV lists the largest exposed occupational groups as construction trades helpers and labourers, farmers and farm managers, landscaping and ground maintenance labourers, heavy equipment operators, and transport truck drivers.

Beyond those, the profile names logging, fishing, open-pit mining, road building and maintenance, pipeline work, surveying, postal delivery and maintenance work. The largest industrial groupings are construction, farming, and building care and maintenance.

Truck drivers are worth pausing on. Vehicle side glass transmits a significant share of UVA, so a driver takes an asymmetric dose through the window across years. It is one of the more consistent findings in occupational dermatology and one of the least acted on.

Most non-melanoma skin cancers linked to solar radiation in Canada occur among agricultural and construction workers, and work-related solar exposure was estimated to have generated roughly $34.2 million in costs for newly diagnosed non-melanoma cases in a single year.

There is no national program, which puts it on you

Research on this topic notes plainly that there is no Canada-wide heat and sun safety program for outdoor workers, and that prevention programs have historically treated skin cancer and heat stress separately rather than together.

That matters because the two hazards share a season, a workforce and several controls, while pulling in opposite directions on clothing. Heat pushes toward less fabric; UV pushes toward more coverage. Resolving that tension is the actual design problem.

The head, neck and ears take the worst of it
