CSA Z96 Hi-Vis Classes and Levels Explained: Class 1, 2, 3 and Level FR (2026)
CSA Z96 sorts high-visibility safety apparel using two separate designations that work together. The Class number (1, 2 or 3) tells you how much of your body is covered in bright or fluorescent material. The Level (1, 2 or FR) tells you how reflective the striping is in low light. A vest described only as "Class 2" is half a specification.
This matters because the two are chosen independently. Class 2 Level 1 and Class 2 Level 2 are both valid, and they perform very differently at night. This guide explains both scales, what changed in the 2022 edition, and how to check that a garment actually meets the standard rather than merely resembling one that does.
What do the CSA Z96 classes mean?
Class is about body coverage. The standard defines three classes based on how much fluorescent or bright background material a garment carries and where the retroreflective striping sits. Coverage runs from a basic harness configuration at Class 1 up to full torso plus arm and leg banding at Class 3.
Class is not a quality ladder. It is a match to risk: vehicle speed, how close workers are to moving traffic or equipment, and the light conditions they work in. A Class 1 garment is not a worse product than a Class 3 one, it is a different tool.

The arm and leg banding on Class 3 is doing something specific. It outlines the human form, so a driver recognises a person rather than a bright shape. That is why Class 3 is the requirement for nighttime highway work rather than simply "more of the same."

What do Levels 1, 2 and FR mean?
Level describes the retroreflective striping itself: its width and how effectively it returns light to the source. There are three, and this is where most product listings fall short. Several Canadian guides describe only Levels 1 and 2 and omit Level FR entirely.
- Level 1 offers lower retroreflective performance. Trim must be at least 50 mm wide and contrast with the background material.
- Level 2 offers the highest retroreflective performance and is intended for the lowest light conditions. Trim must also be at least 50 mm wide.
- Level FR is the lowest allowable retroreflectivity and the only level where trim may be 19 mm wide. Level FR garments must be flame resistant.
The narrower trim on Level FR is a deliberate trade-off. Arc-rated and flame-resistant garments have to survive heat and arc exposure, and the reflective material is constrained by that requirement. Classes and Levels are specified together. Class 2 Level 2 is a standard roadwork vest. Class 3 Level 2 is a highway worker's jacket paired with reflective trousers. Reading only one half of the designation tells you very little about how a garment performs at 2am.
Which class does your job actually need?
The standard does not dictate which class and level to use in which conditions. It provides guidance for making that decision, and the decision itself belongs to your employer's hazard assessment. That surprises people who expect a lookup table.
The factors that drive it are traffic speed and volume, how close workers get to moving vehicles or equipment, the complexity of the visual background, and the light conditions across the whole shift rather than at the moment of assessment. A crew that starts in daylight and finishes after dark needs to be specified for the dark.

What changed in CSA Z96-22?
The 2022 edition is the fourth edition of the standard. If a supplier is quoting an older edition, the gear they are describing may no longer be current, which makes the edition number worth checking on any spec sheet.
The substantive changes were: a new Class 2 requirement for leg striping on bib-style overalls, updated abbreviations and definitions aligned with ANSI/ISEA 107, and revised reference publications that removed the withdrawn CGSB 86.1 and added ASTM and ISO references.
Edition drift is widespread here. Canada's own occupational health resources have documented the 2015 version, and some Canadian retail sites still reference the 2009 edition. The current standard is published by CSA Group as Z96:22 and listed by the Standards Council of Canada as a National Standard of Canada.
Colours and stripe placement
The standard specifies the colour of both the background material and the striping for every class. Background material is fluorescent yellow-green, fluorescent orange-red or fluorescent red, or the bright equivalents of yellow-green and orange-red. The point is contrast against the environment the worker is seen against, which is why colour choice is not purely cosmetic.
Stripe placement has a minimum pattern: two vertical stripes on the front, a horizontal stripe encircling the waist, and an X pattern on the back. A garment that omits the back X, or breaks the waist encirclement, is not meeting the placement requirement no matter how much reflective tape it carries in total.
This is a useful field check. Turn the vest around. If the back does not carry a continuous X, the garment is not built to the standard's placement rules, whatever the label claims.

When to retire a hi-vis garment
High-visibility apparel has a service life that no label can state in advance, because it depends entirely on how the garment is used and laundered. CSA Z96 includes test methods specifically to confirm that a minimum level of visibility is maintained when apparel is subjected to ongoing care procedures, which tells you the standard treats degradation as expected rather than exceptional.
Three failure modes account for most retirements. Background material fades, so the fluorescent pigment that made the garment conspicuous in daylight stops doing its job. Retroreflective trim goes chalky or cracks, and once the microstructure is damaged it cannot return light to a driver's headlights. And striping detaches at the edges, which breaks the continuous placement pattern even when the tape itself is intact.
None of these are visible from across a yard, which is the practical problem. A vest that looks acceptable at arm's length in a lit shop can be performing well below its rated level on a dark shoulder. The realistic check is comparison: hold a worn garment next to a new one of the same model in the same light. Fading that is invisible in isolation becomes obvious side by side.
Build replacement into your PPE budget rather than treating it as a failure. A crew working daily in dust, sun and frequent laundering will go through garments considerably faster than someone wearing a vest intermittently indoors, and specifying the right class means nothing if the garment has quietly stopped meeting it. If washing instructions came with the garment, follow them, because laundering outside those parameters is the fastest route to premature failure.
How to check a vest actually meets the standard
Look for a label stating the class and the level together, plus the edition of the standard it was tested against. A listing that names a class but never a level has given you an incomplete specification, and one that never names an edition gives you no way to know how current the testing is.

Then check the garment itself: continuous stripe placement including the back X, trim width appropriate to the level claimed, and background material that has not faded. Retroreflective performance degrades with washing and wear, and a vest that has gone chalky is no longer performing at the level printed on its label regardless of what it was certified as when new.
